Position Title: Consultant – PSEAH Victim/Survivor Assistance Fund
Location: Remote (Home-based)

Background
Established in 1951, the International Organization for Migration (IOM) is a leading UN agency dedicated to promoting humane and orderly migration worldwide. IOM partners with governmental, intergovernmental, and non-governmental organizations to provide advice and services to migrants and governments alike.
IOM’s strategic focus on the Prevention of Sexual Exploitation, Abuse, and Sexual Harassment (PSEAH) prioritizes five areas:

IOM is establishing a Victim/Survivor Assistance Fund to support individuals affected by Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH). This Fund will provide timely and effective services for victims and survivors, reinforcing IOM’s commitment to accountability, transparency, and victim-centered assistance.
Core Responsibilities
Under the supervision of the Senior Coordinator (PSEAH) and in close coordination with other IOM divisions, the Consultant will:
- Develop a Framework for the Victim Assistance Fund (Due 6 Weeks)
- Map and analyze existing SEA and SH assistance funds within other organizations to integrate best practices.
- Assess the feasibility of incorporating the Fund within IOM-managed assistance systems.
- Outline the structure, objectives, and principles of the Fund, including allocation strategies.
- Conduct a gap analysis of current services within IOM related to Sexual Harassment assistance.
- Engage with Stakeholders (Due 4 Weeks)
- Identify best practices in victim assistance fund mechanisms.
- Establish a forum for IOM stakeholders to contribute to the operationalization of the Fund.
- Facilitate discussions with internal and external partners to ensure alignment on governance and victim-centered approaches.
- Operationalize the Fund (Due 6 Weeks, Final)
- Develop Standard Operating Procedures (SOPs) and protocols for the administration, implementation, and management of the Fund.
- Ensure SOPs support victim-centered care and effective fund management.
- Create a visual guide summarizing the Fund’s process and available support services.

Qualifications and Experience
Education:
- Advanced degree in a relevant field is an asset, but not required.
Experience:
- Minimum of 10 years’ experience in PSEAH, gender-based violence, or a related field.
- Proven experience in risk mitigation, protection programming, and fund/grant management.
- Experience in humanitarian/development budgeting and resource planning.
Skills:
- Expertise in the management of grants/assistance funds.
- Strong understanding of governance frameworks and victim assistance strategies.
Languages:
- Fluency in English (oral and written) is required.
- Knowledge of another UN official language (Arabic, Chinese, French, Russian, Spanish) is an advantage.
