Japan’s “Africa Hometown” Program: Facts vs. Misinformation

In recent days, reports claiming that Japan is creating “special immigrant visas” for Nigerians and other Africans have gone viral. However, these claims are false.

Here are the facts:

  • The Japan International Cooperation Agency (JICA) has launched the Africa Hometown initiative.

  • The program pairs four Japanese cities with four African countries:

    • Kisarazu (Chiba) ↔ Nigeria

    • Imabari (Ehime) ↔ Mozambique

    • Sanjo (Niigata) ↔ Ghana

    • Nagai (Yamagata) ↔ Tanzania

  • The goal is to promote cultural exchange, volunteer programs, and limited trainee internships, not permanent settlement.

  • No special immigrant visas are being created under this initiative.

  • Both JICA and Japan’s Ministry of Foreign Affairs have officially corrected the misinformation, and the Nigerian government has since withdrawn its earlier statement suggesting a new visa scheme.

What this means

If you’re interested in Japan, this program opens doors for short-term exchange and training opportunities, but not immigration pathways. Any stay will use existing visa channels.
