The Honourable Marc Miller, Minister of Immigration, Refugees, and Citizenship, unveiled a pivotal change set to take effect on January 1, 2024. The cost-of-living financial requirement for study permit applicants will witness a substantial increase to ensure that international students are adequately prepared for life in Canada. This adjustment, pegged to Statistics Canada’s annual low-income cut-off (LICO), reflects the minimum income essential to safeguard individuals from spending an undue portion on basic necessities.
This financial threshold, stagnant since the early 2000s at $10,000 for a single applicant, is set to undergo a significant transformation. Starting 2024, a single applicant must demonstrate financial readiness by showcasing $20,635, equivalent to 75% of LICO, in addition to their initial tuition and travel expenses. The change will be applicable to study permit applications submitted on or after January 1, 2024.

- Extension of the waiver on the 20-hour-per-week limit for off-campus work until April 30, 2024.
- Continuation of the facilitative measure allowing students to count online study time towards post-graduation work permits, until September 1, 2024.
- Non-extension of the temporary policy granting an additional 18-month work permit to post-graduation work permit holders beyond December 31, 2023.
Recognizing the significant contributions of international students, valued at over $22 billion annually and supporting over 200,000 jobs in Canada, these changes aim to fortify the financial foundation of students arriving in Canada.
