1. OINP Employer Job Offer: Foreign Worker Stream

This stream is designed for international workers who have a valid job offer in Ontario and want to become permanent residents.

Eligibility Requirements

For the Applicant:

  • Job Offer: A full-time, permanent position in a skilled occupation classified under TEER 0, 1, 2, or 3 of the 2021 National Occupational Classification (NOC).

  • Work Experience:

    • At least two years of cumulative paid full-time work experience (or equivalent part-time experience) in the same occupation as the job offer, gained within the past five years.

    • OR valid authorization to work in Ontario and be working in the offered occupation at the time of application.

  • Valid License/Authorization: If your occupation requires certification (e.g., electricians, teachers, nurses), you must have it at the time of application.

  • Legal Status in Canada: If applying from within Canada, you must have legal status (i.e., study permit, work permit, visitor record).

For the Employer:

  • Business Operation: Active in Ontario for at least three years.

  • Revenue Requirements:

    • Greater Toronto Area (GTA) businesses must have at least $1 million gross annual revenue and at least five full-time employees who are Canadian citizens or permanent residents.

    • Outside the GTA, the business must have $500,000 annual revenue and three full-time employees.

  • Job Offer Requirements:

    • The job must meet Ontario’s wage standards for the occupation.

    • The position must be urgently needed for the business’s operation.

Application Process

  1. Register an Expression of Interest (EOI):

    • Create a profile and register your EOI through the OINP e-Filing Portal.

    • OINP ranks profiles based on factors like education, work experience, wage, and location.

  2. Receive an Invitation to Apply (ITA):

    • If your EOI score is competitive, you will receive an ITA to submit a full application.

  3. Submit Your Application:

    • Submit an application within 14 calendar days of receiving the ITA.

      • $2,000 (inside GTA)

  4. Nomination by Ontario:

2. OINP Masters Graduate Stream

The Masters Graduate Stream offers a route for international graduates who have completed a master’s degree in Ontario and wish to stay and work permanently.

Eligibility Requirements

For the Applicant:

  • Education:

    • Must have completed at least one academic year of full-time study and graduated from an eligible Ontario university with a master’s degree.

  • Language Proficiency:

    • Must demonstrate Canadian Language Benchmark (CLB) 7 or higher in English or French in all four competencies (reading, writing, listening, speaking).

  • Residency in Ontario:

    • Must have legally lived in Ontario for at least one year within the last two years.

  • Settlement Funds:

    • Show enough funds to support yourself and your family members.

    • Can demonstrate funds through bank statements, annual earnings from ongoing employment, or a job offer.

  • Intent to Reside:

    • You must demonstrate ties to Ontario, such as a job offer, ongoing employment, or previous studies.

  • Legal Status in Canada:

    • Must have legal temporary status if residing in Canada at the time of application (study permit, work permit, visitor record).

  • No Job Offer Required:

    • A job offer is not required to apply under this stream.
